EDF for Citibank N.A. (India): how to fill and submit it
If your company's export proceeds are credited to a corporate or institutional account with Citibank N.A. in India, Citibank N.A. is your AD bank, and your monthly EDF goes to the India branch that services that account. Citi's India consumer business moved to Axis Bank, but Citibank N.A. continues institutional and corporate banking in India, so the first job is to be certain which of the two now holds your export account. The form itself is the same RBI Annex every bank uses, due within 30 days from the end of the invoice month.
Key takeaways
- Corporate and institutional clients of Citibank N.A. in India file their services EDF with Citibank N.A.
- Accounts that moved with the consumer business now sit with Axis Bank; for those, the EDF goes to the bank servicing the account today.
- The AD code must belong to the India branch servicing your account. It is neither the IFSC (starting with CITI) nor the SWIFT code.
- Global cash management can route money through Citi entities in several countries; only the India AD bank counts for your EDF.
- Large intra-group invoices need payment evidence and matching instructions to close in EDPMS.
Which Citi is your AD bank?
Over the last few years, "my account is with Citi" has come to mean different things for Indian businesses. Before you fill in field 1.10 (AD bank name and address), sort yourself into the right row below.
| Your situation | Your AD bank for the EDF | What to check |
|---|---|---|
| Corporate or institutional account with Citibank N.A. in India, receiving export proceeds | Citibank N.A., India | The AD code of the India branch servicing the account |
| Account that moved from Citi to Axis Bank with the consumer business | The bank now holding the account | The current AD code from that bank; see our Citi / Axis EDF form |
| Export proceeds land at another Indian bank | That other bank | Its AD code and published EDF process |
| Your foreign parent holds a Citi account outside India | Not your AD bank | Only the Indian bank where your proceeds are credited counts |
If you are unsure which row applies, ask your relationship manager or service team to confirm in writing which entity holds the account where foreign remittances are credited. That one reply settles fields 1.6 and 1.10.
Getting the India AD code
Field 1.6 asks for the AD code, which identifies the bank branch for export transactions. Corporate clients sometimes pick up the wrong code because their treasury documents list several identifiers: an IFSC beginning with CITI for domestic payments, a SWIFT code for incoming wires, and possibly account details at Citi entities abroad. None of these is the AD code.
Ask your RM for the AD code of the India branch that services your account. If your auditors or group treasury want the confirmation on letterhead, use our AD code request letter to put the request formally.
Agreeing the process with your RM
Every AD bank must publish its policy for accepting EDFs under Regulation 19, and the channel differs between banks. With a corporate-focused bank, you will usually work through your relationship manager or a service team. We do not describe Citibank's portals, mailboxes or turnaround times; ask instead:
- Through which channel should we submit the EDF for this account?
- Who in our organisation is recognised by the bank to sign Part 4?
- Do you want invoice copies or a covering schedule with the EDF?
- How will inward remittance advices reach us, and in what format?
- How will you confirm that the EDF has been entered in EDPMS?
Record the answers in your month-end checklist, so a change in finance staff does not reset the process.
Worked example: a capability centre billing its group
Halcyon Business Services India Pvt Ltd is the global capability centre of a fictional US group. It provides software development and analytics to its parent in the United States and to a UK affiliate, and banks with Citibank N.A. in India. In November 2026 it raised:
- HBS/NOV/01, 30 November: USD 385,000 to the US parent for development services
- HBS/NOV/02, 30 November: GBP 62,000 to the UK affiliate for analytics support
At illustrative rates of ₹84.50 per USD and ₹107 per GBP, the rupee values are ₹3,25,32,500 and ₹66,34,000. Field 1.22 shows a total of ₹3,91,66,500. Type of export at 1.1 is Software for the development invoice; because the EDF has one entry at 1.1, Halcyon asks its RM how the bank wants a month with both software and other services presented. Delivery mode at 1.4 is Internet.
Part 2B lists each invoice with the contract number and date of the intra-group service agreement. The EDF is due by 30 December 2026. Because part of its work is software, Halcyon also confirms whether it files with the AD bank or with STPI; since 1 October 2026, AD banks are specified authorities on par with STPI and STPI certification is no longer mandatory.
Matching group remittances
Citibank N.A. must enter the EDF into EDPMS within 5 working days. Both of Halcyon's invoices are above ₹10 lakh, so each will need the invoice, payment evidence such as a FIRA or bank advice, and matching instructions before the entry closes. Our glossary page on EDPMS explains how those entries are tracked.
Group payments create their own matching problems. A parent may pay several months in one transfer, pay from a regional treasury entity rather than the invoiced company, or settle a round figure that does not equal any single invoice. In each case, send the bank a clear allocation: which remittance pays which invoice and how much. If the payer is not the recipient named in Part 2B, fields 1.15 and 1.16 (third party and relationship) become relevant; agree the treatment with the bank before the money moves.
If your group settles intercompany balances by netting, do not assume the EDPMS entry closes automatically. Netting and set-off raise separate FEMA questions; discuss them with your bank and CA before setting anything up. This is general information, not legal or tax advice.
Keeping the realisation clock in view
Each service invoice must be realised within 9 months of its date, or 12 months where invoiced and settled in rupees. Group treasury calendars do not always respect those windows, so share the deadlines with whoever releases intercompany payments abroad. If a delay is unavoidable, request an extension from the bank with reasons before the date passes. Our EDF due dates page keeps the filing deadlines in one table.
Frequently asked questions
Does Citibank N.A. still accept EDFs in India?
Citibank N.A. continues institutional and corporate banking in India, so corporate clients whose export proceeds land there file their EDF with it. Ask your RM how the bank accepts EDFs under its published policy.
My old Citi account is now with Axis Bank. Where does my EDF go?
It goes to the bank that receives your foreign remittances today. Confirm the current AD code with that bank rather than reusing a code from older Citi paperwork.
Is the CITI IFSC the same as the AD code?
No. The IFSC is for domestic transfers and the SWIFT code is for international routing. The AD code identifies the branch for export transactions and goes into field 1.6.
Can one EDF cover invoices to our parent and to an affiliate?
Yes. One EDF per month can cover all service exports to one or more recipients. Each invoice is a separate row in Part 2B, with its own currency and contract reference.
Our parent pays from a treasury company in another country. Is that a problem?
Not necessarily, but it changes how the EDF and matching are presented. Fields 1.15 and 1.16 cover third-party payment and the relationship, and the bank will want a clear allocation. Agree the approach with your RM in advance.
Bottom line
For Citibank N.A. clients, the hard part is not the form but certainty: the right bank entity, the India branch's AD code and a clean allocation of group remittances. Settle those with your RM, then build each month's form in our free Citibank EDF generator.

EDF form FAQs
What is the EDF form?
The Export Declaration Form (EDF) is the form in the Annex to RBI's Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026. From 1 October 2026, exporters of services declare the full export value on it to their AD bank (or STPI for software, or the SEZ Development Commissioner for SEZ units).
When is the EDF due?
Within 30 days from the end of the month in which the invoice was raised. October 2026 invoices are due by 30 November 2026. For services other than software, you may instead submit on or before the date you receive payment.
Can one EDF cover several clients?
Yes. One EDF can cover all your service exports in a month to one or more recipients. Each invoice gets its own row in Part 2B.
Which parts does a service exporter fill?
Part 1 (general information), Part 2B (services table) and Part 4 (declaration). Part 2A is for goods and Part 3 is for post/courier exports, so service exporters usually leave them blank. Part 5 is for the bank.
Do individual freelancers have to file the EDF?
On 7 October 2026, RBI said individuals providing services abroad are not covered by the reporting requirement and that FAQs will follow. The Regulations' text hasn't changed yet, so check with your bank. Proprietorships, firms, LLPs and companies should assume they are covered.
By when must I get paid?
Within nine months of the invoice date for services, or twelve months if the invoice is in Indian rupees. Your AD bank can extend this on a reasoned request.
What is the AD code and where do I get it?
The AD code identifies the bank branch that handles your export transactions. It is not the IFSC or SWIFT code. Ask your branch or relationship manager — our AD code request letter makes it easy.
Is my data uploaded anywhere?
No. Without an account, everything stays in your browser. If you create a free account, your business details and saved EDFs are stored so you can reopen them on any device.
Does the EDF change my GST or income tax?
No. The EDF is a FEMA declaration to your bank. GST (LUT, zero-rated supply) and income tax rules apply separately.
