E-Invoicing and Export Invoices: What Applies to Service Exporters

Whether you must e-invoice your exports depends on one thing: your aggregate turnover against the threshold CBIC has notified. If you are above it, export invoices are generally within e-invoicing too, so each one must be reported to the Invoice Registration Portal (IRP) and carry an IRN and QR code; if you are below it, you keep issuing ordinary GST export invoices.

Key takeaways

  • E-invoicing is triggered by aggregate turnover crossing the notified threshold. Check the current figure on the GST portal or with your CA, since it has changed over time.
  • If you are covered, exports are generally included alongside domestic B2B invoices.
  • An export under LUT is still reported to the IRP, with no IGST, and the invoice still needs the LUT wording.
  • E-invoicing is a GST obligation. It does not replace or change the EDF, which is a FEMA declaration.
  • Your Part 2B invoice numbers and dates must match the registered e-invoices exactly.

What e-invoicing actually is

The name misleads people. E-invoicing does not mean emailing a PDF. It means your invoice data is uploaded in a standard format to a government-notified IRP, which validates it and returns an Invoice Reference Number (IRN) and a signed QR code. You then issue the invoice with the IRN and QR printed on it.

For an exporter, the practical effect is an extra step between "invoice drafted" and "invoice sent". Many accounting packages do it automatically once configured. Our glossary entry on the e-invoice explains the moving parts.

Are you covered?

Your situation E-invoicing for exports? What to do
Aggregate turnover above the notified threshold in any applicable year Generally yes Configure your accounting software or the IRP, report every export invoice
Turnover below the threshold No Issue normal GST export invoices with LUT wording
Turnover close to the threshold Watch it Ask your CA to track it every year, since crossing it brings you in
Category specifically excluded from e-invoicing Check with CA Exclusions exist for certain sectors; confirm whether one applies to you

Turnover is calculated on your PAN across all GSTINs, and domestic and export supplies both count. A services firm that feels "small" because its domestic billing is modest can cross the line on the strength of its exports alone.

The threshold and exclusions are set by notification and have changed over the years. Do not rely on a figure you read in an old article; confirm the current position with your CA. This is general information, not legal or tax advice.

How an export invoice differs inside the IRP

The upload format has fields that work slightly differently for exports. You will typically see:

  • Supply type. The schema separates exports with payment of IGST from exports without payment of IGST (under LUT). Choose the one that matches how you export.
  • Recipient details. Your foreign client has no GSTIN and no Indian state. The format has specific conventions for this; your software or the IRP's current guidance tells you what to enter.
  • Currency and port fields. Export invoices can carry the foreign currency and, for goods, port details. For services, port fields are left out.
  • Tax values. Under LUT, the IGST amount is zero. Under the IGST-paid route, the IGST you charged is reported and later claimed as a refund.

After validation, the IRP returns the IRN and QR code. Your final invoice shows them along with everything a GST export invoice already needs, including "Supply meant for export under LUT without payment of IGST" where applicable.

A worked example

Ferncliff Systems Pvt Ltd, an IT consulting company in Gurugram, crossed the e-invoicing threshold based on its combined domestic and export billing. Its finance team now runs export invoices like this:

Step What happens Who does it
1 Draft invoice FS/EXP/2026/112 for USD 26,000 to a client in New Jersey, dated 9 November 2026 Accounts executive
2 Accounting software uploads invoice data to the IRP as an export under LUT Automatic
3 IRP validates and returns IRN and QR code IRP
4 Final PDF with IRN, QR and LUT wording emailed to client Accounts executive
5 Invoice reported in GST return for November CA / finance
6 Invoice added as a row in the November EDF, due 30 December 2026 Finance lead

Step 6 is where the two systems meet. The EDF row uses exactly the invoice number and date that the IRP registered. If the accounts team had later edited the invoice number in the PDF, the EDF and the e-invoice record would disagree.

E-invoicing and the EDF are separate tracks

It is easy to assume that because the government already has your e-invoice, the bank must have it too. It does not work that way.

  • The e-invoice goes to the IRP and flows into your GST records.
  • The EDF goes to your AD bank (or STPI, or the SEZ Development Commissioner) and flows into EDPMS.

The EDF does not change your GST obligations, and e-invoicing does not satisfy your FEMA obligation. You still file the monthly EDF within 30 days from the end of the invoice month, listing every export invoice in Part 2B.

Mistakes that cause mismatches

Cancelling and re-issuing carelessly. The IRP allows cancellation only within a short window. After that, corrections go through a credit note. If you cancel an invoice that is already on your EDF, tell your bank too.

Different invoice numbers in different places. Keep one numbering series for exports, or at least one source of truth. Our guide to invoice numbering under GST has a simple scheme.

Missing LUT wording on registered invoices. The IRN does not replace the LUT declaration on the face of the invoice. Our export invoice format with LUT wording shows where it goes.

Forgetting small exporters can cross the line. Review turnover every year, not just when someone reminds you.

Frequently asked questions

Do export invoices need an IRN?

If your aggregate turnover is above the notified e-invoicing threshold, export invoices are generally covered and need to be reported to the IRP to get an IRN and QR code. If you are below the threshold, a normal GST export invoice is enough. Confirm the current threshold with your CA.

Does e-invoicing apply to exports under LUT?

Yes, if you are covered by e-invoicing. The invoice is reported as an export without payment of IGST, with zero IGST, and it must still carry the LUT wording on its face.

Can I use an IRN-registered invoice as the basis for my EDF?

Yes. The invoice number and date on your EDF Part 2B row should match the registered e-invoice exactly. The e-invoice itself is not sent to the bank as the EDF, though; you still file the EDF separately.

I am a freelancer billing foreign clients. Does e-invoicing affect me?

Only if your aggregate turnover crosses the threshold, which is unlikely for most individuals. Separately, RBI said on 7 October 2026 that individuals providing services abroad are not required to report on the EDF, pending FAQs, so check with your bank on that point.

What if I make an error in an e-invoice that is already on my EDF?

Fix the GST side as your CA advises, usually through a credit note once the cancellation window has passed. Then write to your bank quoting the EDF month and invoice number, explain the correction and ask how it wants it reflected.

Bottom line

E-invoicing is about GST compliance and kicks in on turnover; the EDF is about FEMA and applies regardless. If you are covered, register each export invoice, keep the number identical on your EDF, and treat the two as parallel tracks. Draft compliant invoices with our free export invoice generator and list them in the EDF form generator at month end.
